The Continuing Resolution Passes the House | James Pat Guerrero


The House passed a $1.1 trillion government funding bill as a Continuing Resolution (CR) versus a Budget Resolution. The most important thing in the CR is that the Democrats were unsuccessful in increasing the spending levels for the next fiscal year to the tune of $45 billion less than the proposed Obama budget. However, the Democrats were able to continue the current funding levels for their programs for one more year. The Republicans will have to wait until the FY 2012 to reduce spending levels. Basically, the House Democrats opted to fund their political agenda items long-term through a CR, at the same time keeping the government open, and not address real spending appropriation bills. Government funding, based on before legislated spending, grows in a piecemeal way. The Senate wants to attach an Omnibus Appropriations Bill. But that is not likely to get enough votes. After the final CR passes the Senate, the President must sign it this month.
