Uncle Sam Is No Venture Capitalist

It’s yet another inauspicious announcement the Obama Administration didn’t want you to hear. Late on Friday, the White House announced that it ordered an independent review of loans made by the Department of Energy to energy companies after months of weathering criticism for its $528 million loan to the now-bankrupt Solyndra solar panel company.

The White House’s independent investigation, though, isn’t the only one in town. The FBI raided Solyndra after it declared bankruptcy, and Congress is diving in with an investigation of its own. Energy Secretary Steven Chu, who has been a strong advocate of this federal loan program, is set to testify before a congressional committee in mid-November on his involvement in the scandal. And Heritage’s Lachlan Markay reports that the House Energy and Commerce Committee announced Friday that it will vote to subpoena a host of White House documents related to Solyndra, including messages from the President’s Blackberry. The White House, though, would not comment on whether it will comply with the subpoena.

Even the mainstream media is picking up on the story. On yesterday’s Meet the Press, host David Gregory asked White House senior adviser David Plouffe whether, in times of dire economic straits, the government should be playing venture capitalist and trying to prop up green energy industries. Plouffe’s answer? In a nutshell, other governments are doing it, so we should, too: "Listen, you see what’s happening in other countries, you know, huge investments in this clean energy sector. We have to do everything we can."

But as the motherly advice goes, just because all your friends are jumping off a bridge, that doesn’t mean you should do it, too. Unfortunately, this seems to be the logic the Obama Administration is operating under, despite the weight of common sense that should otherwise be holding it back: If the centrally-controlled economy of China does it, so shall America.

The latest proposal on the table is the Clean Energy Deployment Administration–a veritable "green bank" that would provide loan guarantees to energy and automotive projects that Washington deems worthy. And what it amounts to is a costly subsidy financed by the taxpayers that invites the government to stick its finger into the private energy marketplace. If the company defaults, the taxpayer is on the hook–just like in the case of Solyndra. The total cost of the program? Ten billion dollars, with projected costs hitting an additional $1.1 billion over the next five years.

So what about the Administration’s argument that other countries are investing heavily in these industries, so the United States must keep up? In a new paper, Heritage’s Nicolas Loris analyzes the green bank program and points out a harsh reality: When subsidies are removed from these green energy industries, they collapse because they were developed in a bubble and can’t survive on their own. Loris explains that European countries–which pursued the path the Obama Administration would like to go down–learned that lesson the hard way and are making an exit:

When faced with a need for drastic budget cuts and job creation, Spain, the United Kingdom, Germany, France, and the Czech Republic decided to reduce subsidies for green energy programs, such as wind and solar energy. As a result, some industries have collapsed and others are either collapsing or face difficult roads ahead.

Although each European country has taken a different approach to subsidize green technologies, the results have been the same: Artificially propping up industries by reallocating labor and capital toward uncompetitive projects, forcing higher energy prices on ratepayers, and failing projects are costly to the economy and the taxpayer.

Europe has seen that picking winners and losers in green energy doesn’t work and brings with it a steep cost. The Obama Administration has seen it first hand with Solyndra, the hundreds of millions of taxpayer dollars it wasted, and the 1,100 former employees now out of work. But for some reason, even that first-hand experience can’t convince them to stop playing with taxpayer dollars as if it’s their "Monopoly" money to burn.

Congress should refuse to expand loan guarantee programs and quit putting taxpayers on the hook for an untold number of projects that could fail. The American people simply can’t afford to have Washington put them in the venture capital business.

This week on their lunch break, my staff carved a pumpkin for Halloween with the beautiful image of an unborn child in the womb and the phrase “Occupy the Womb.” It was a play on the recent political scene, but it served as a reminder: the one thing that every one of us has in common is the time we spent in the womb of our mother.

As you know, today a mother’s womb is one of the most dangerous places in the world.

Each day in our country, four thousand unborn children have their lives violently ended in the womb. As if the loss of such innocent life wasn’t enough, the injustice doesn’t stop there. Mothers are wounded, and relationships are destroyed.

Perry’s Flat Tax Is Simplification But Not Reform | Dick Morris

I used to like the flat tax. In fact, I used to propose exactly what Rick Perry is now pushing – an optional flat tax where taxpayers could either make their way through the labyrinth of IRS fine print in search of deductions or could just pay a flat percent of their income in taxes and be done with it.

But then came 2007-2008 and the flaws in our economy became glaringly apparent: The pursuit of wealth through loopholes in the tax code and other speculative devices rather than by productive investment in economic growth. So when Herman Cain proposed 9-9-9, I was and am ready to embrace the idea.

Though imitation is the sincerest form of flattery, Perry’s rush to put his own tax reform on the table is an obvious attempt to horn in on the limelight in which Cain has basked. But the proposals are just not comparable.

Cain’s goal is to reduce the drag that the income tax puts on entrepreneurial initiative and hard work. By slashing the income tax rate, effectively, in half, he makes it that much more worthwhile to get up in the morning, take risks, work hard, take chances, and invest in progress. By eliminating the capital gains tax, he rewards investment and ownership and makes it possible for people to move up the economic ladder, not through phony teaser Fannie Mae mortgages, but by smart purchases and skillful investint.

The goal of Perry’s proposal is far more modest: He wants to cut our paperwork. He wants to make it possible to file one’s taxes in a few minutes rather than devote days and weeks to the task. He proposes, essentially, a short form for middle income and rich people so tax preparation won’t consume their lives. It’s a worthy goal. We need to trim the ranks of IRS auditors and staff and free people to make sound investment decisions regardless of the tax consequences. We need to get the IRS out of our lives and a flat tax is a good way to do it.

But Cain’s proposal is so very much more important. Perry will nibble around the edges, freeing valuable hours from tax preparation to be available for wealth creation. But Herman Cain would establish America as a beacon for investors, entrepreneurs, inventors, creative business people, and all manner of upwardly mobile, ambitious men and women. He would give the U.S. the lowest personal and corporate tax rates in the world, and the only place where investment earnings are tax free. In the process, he and his plan would kindle decades of robust economic growth. He would make the next few decades a continuation of the American Century.

To trivialize Cain’s big idea by comparing to to Perry’s small one is a vast disservice. Perry would not reduce the amount of money taken in by income and corporate profit taxation. He would just shift it to shorter forms and a nominally lower rate (but not really lower). Taxes would appear to be cut, but the amount we would have to pay would be more or less the same. He even strives to have his program seen as revenue neutral.

Cain would shift about half of our nation’s tax revenues to consumption taxes and away from income taxes. He would vastly reduce the disincentive to earn and encourage savings and investment by taxing spending.

It is not enough to undo the damage Obama has done to the economy by repealing his spending, taxing, health care, and regulatory actions. All that will do is dial us back to the sick economy Bush bequeathed to America. The diseases of the first decade of the 21st Century will still be with us. But Cain’s ideas really get at the heart of the problem — in much the same way that Reagan’s reducing of the top personal tax rate from 70% to 28% solved the stagflation of the 70s.

Cain’s reforms are the real deal. Perry’s are a pale imitation.

Governor Scott Leads Brazil Trade Mission

This week, I returned from leading a trade mission to Brazil, where a delegation of 185 Florida business and community leaders delivered a strong message to Brazilian businesses and tourists that they are welcome in Florida.

Brazil and Florida share a $16 billion bilateral trade relationship. As Florida’s No. 1 trading partner in the world and its No. 1 export market, Brazil was also Florida’s second largest overseas tourism market last year. Interestingly, visitors from Brazil ranked No. 1 in tourism spending.

During the trip, we were able to announce a capital investment of $25 million that will open a manufacturing facility in Palm Beach. A natural caffeine food supplement derived from a Brazilian fruit called guarana will be sold to the food and beverage, chemical, and pharmaceutical industries. The project is slated to create 75 jobs, paying an average of $62,000 per year. The venture will be launched without any incentive package from the state.

In addition, Brazil’s official export promotion agency, APEX, has expanded its U.S. operations in Miami. APEX helps Brazilian companies access international business opportunities and increase exports. The expansion and a $500,000 capital investment has enabled APEX to add seven full-time staff, relocate to downtown Miami and expand to 11,000 square feet of space, which is primarily used for 20 business incubator offices.

It’s exciting that Florida is attracting international business, which is further evidence our state is ready to compete on an international stage. I will do all I can to ensure Florida and international businesses have every opportunity for success in our state. First Lady of Florida Ann Scott is passionate about providing Florida’s children with strong beginnings in life. She knows that all children need a loving home with parents to guide them. However, on any given day in Florida, approximately 800 children live in foster care, waiting to find their forever families. The First Lady is raising awareness for those children by recognizing November as National Adoption Month.

The First Lady has spent time with some of these children, and they have captured her heart. They include teenagers, sibling groups, and children with medical conditions. These children will tell their personal stories on videos during November as part of “30 Days of Amazing Children: Explore Adoption!”

Mrs. Scott encourages all Floridians to watch these videos at She urges you to meet these beautiful children and consider adoption. In addition to changing the life of a child forever, Florida offers many benefits to adoptive families. This week Lt. Governor Jennifer Carroll joined the Unanue family at the inauguration of the new Goya regional headquarters and distribution plant in Miami. Since beginning in 1936 in Manhattan, Goya Foods has grown into the largest Hispanic owned food company in the United States. Their success is a great example of the outstanding contributions that Hispanics, in pursuit for the American dream, have made to our country and the state of Florida. Governor Scott and Lt. Governor Carroll are delighted by Goya’s decision to expand in Florida.

This new 338,000 square foot facility will be almost twice the size of the previous facility and the largest of Goya’s 16 facilities worldwide. The plant will employ over 300 Floridians, including 30 new jobs. The facility will be used not only to cover the South Florida market, but to export Goya products to the Caribbean, Latin America and even to Africa. Goya makes a great contribution to expanding Florida exports and solidifying Florida’s reputation as the principal business center of the Americas.
