Chaired by Darrell Issa, the House Oversight and Government Reform Committee held the IRS Director of Exempt Organizations Lois Lerner in contempt of Congress by the vote of 21 Yeas to 12 Nays.  On April 10, 2014 almost a year after Ms. Lerner was subpoenaed for hearings the committee has passed to the House its final recommendation.

Basically, after making assertions, Ms. Lerner has invoked the fifth amendment which at issue does waive her right.  Thereupon she would have to answer questions which she declines.   This was the main issue, however there was demagoguery on and references of McCarthyism to Chairman Issa.  In retrospect on April 9, 2014 the House Committee on Ways and Means had referred her to the U.S. Department of Justice for criminal prosecution, however the majority notion of the Oversight Committee is that the Justice Department will not prosecute, or delay in prosecution.
